No, and the copyright page says so on page two. The book's authority comes from the sources it cites rather than from a credential. You are entitled to know which one you are getting.

How are the chapters sized?

By the exam board's own published item counts. Each chapter maps to one competency and prints its item range at the head, so a chapter's length reflects its weight on the exam rather than how interesting the subject is. You can see where the marks are before deciding where your evenings go.

Will it tell me the pass rate?

No. PECB does not publish one for this exam, and this book states nothing it cannot trace. Every pass-rate figure circulating online traces back either to a survey with an unstated method or to another article citing one.

Is it a substitute for the standard or the law?

No. Where the exam tests a paid standard, you will need your own licensed copy, and the book says so rather than pretending otherwise. Where the law is public, the book teaches from its own text and cites it.
